Open Question: can a cop give a ticket for no turn signal in a mobile home park?

I was coming home about 10:00 P.M. and did not turn my turn signal on when making a turn. This was inside the Mobile Home Park & the cops came in and pulled me over a few feet from my home and issued a ticket for no turn signal & one for no tag light. This is in Hueytown, Alabama.
